Job Description: Parsons is seeking an Assistant Project Manager to support the end‑to‑end delivery of a large‑scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi‑year initiative will design, build, and operationalize a Digital Twin platform that integrates geospatial data, real‑time IoT/SCADA feeds, asset information, and core enterprise systems to enable data‑driven planning, operations, and maintenance. The role will work closely with the Project Manager and a team of international experts, developers, and engineers. The scope spans discovery and stakeholder engagement, requirements and architecture design, proof‑of‑concept delivery, implementation of a production‑grade environment, post‑implementation support, and structured training and knowledge transfer. The Assistant Project Manager will help coordinate cross‑functional teams and vendors, support stakeholder management activities, contribute to project planning and reporting, and assist in driving successful delivery against time, budget, quality, and benefits targets. What You’ll Be Doing: Support the Project Manager in delivering the Geospatial Digital Twin programme across discovery, design, PoC, implementation, and post‑implementation support phases Assist in planning and tracking scope, schedule, budget, risks, and issues, and in preparing related project reports and documentation Help coordinate activities of the international project team (consultants, solution architects, data engineers, developers, GIS/IoT specialists, trainers) and external vendors Support stakeholder engagement across multiple client entities, including helping to organise workshops, capture requirements, and document decisions and actions Assist in coordinating the development of functional and non‑functional requirements, solution and data architecture artefacts, and integration designs for the Digital Twin platform Support the setup and execution of the Proof of Concept by tracking tasks, dependencies, and validation activities for key use cases and data flows Assist in planning and tracking the transition from PoC to a production‑grade environment, including platform build, integrations, testing, and go‑live readiness Support the organisation and tracking of post‑implementation support activities, including warranty services, incident and problem management, and minor enhancements Assist in planning and coordinating training and knowledge transfer activities, and in collating feedback to improve client adoption Prepare draft status reports, presentations, and other project communications for review by the Project Manager and presentation to Parsons and client stakeholders What Required Skills You’ll Bring: Bachelor’s degree/ Technical degree from an accredited program involving technology, engineering, GIS, or digital solutions Having 8 years of experience supporting large‑scale digital, Digital Twin, or geospatial projects in an infrastructure, utilities, or urban environment Working knowledge of the Esri ArcGIS platform and software (e.g., ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, web maps/apps) Exposure to solutions that integrate ArcGIS with enterprise and operational systems (e.g., CMMS/EAM, ERP, BIM, SCADA/IoT platforms, data warehouses/lakes) Basic understanding of systems integration concepts and technologies (APIs, web services, message queues, event‑driven architectures) Familiarity with data and information architecture concepts, particularly geospatial, time‑series, and asset/linear network data Awareness of building data models for analysis or simulation is an advantage Experience working within multidisciplinary, multinational teams across multiple time zones Strong organisational and coordination skills, with some experience in project planning and control (scope, schedule, risks, issues), preferably using formal methodologies (e.g., PMI, PRINCE2, Agile/Hybrid) Exposure to testing, acceptance, or go‑live activities for complex or integrated systems Excellent communication and documentation skills, with the ability to clearly convey technical information to non‑technical stakeholders Fluency in both spoken and written English and Arabic is required What Desired Skills You’ll Bring: Prior work with national infrastructure owners, transport, utilities, or public works organisations Exposure to cloud platforms (e.g., Azure, AWS) and modern DevOps practices Professional certifications in project management or GIS (e.g., PMP, PRINCE2, Esri certifications) Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.
